The following clarification has been received from the B-BBEE ICT Sector Council

On 30 October 2020, it was confirmed that both the Skills Development spend on persons with disabilities, as well as absorption targets need to be aligned with the EAP targets. (Prior to this date, the spend and targets were not aligned with the EAP targets)

What does this mean?

This means that the compliance targets Skills Development activities, as defined in the ICT scorecard, should be based on the overall demographic representation of Black People as defined in the Employment Equity Act. For scoring purposes, these targets should be broken down to reflect the representation of each racial sub-group as per the EAP.
