Purpose of Position:  Overview / Job Summary

Take responsibility for Credit Procedures, Risk Management (from deal inception to closure of transaction) and control of NURCHA's lending book in consultation with the Manager: Credit and Risk.

Key Performance Areas / Major Job Functions

  • Ensure compliance with NURCHA's funder loan agreements / funder facility letters 
  • Ensure, in consultation with the Manager that adequate credit policies and risk management procedures are in place and implemented 
  • Manage the quality and risk profile of NURCHA's lending portfolio 
  • Ensure compliance with programme criteria 
  • Ensure compliance with NURCHA's contractor loan agreements and / or any other borrower agreements 
  • Optimise debt recovery and assist in minimising bad debts and provisions 
  • Monitor intermediary health 
  • Provide the Manager: Credit and Risk with accurate information in respect of credit issues and NURCHA's lending portfolio performance

Key Areas of Accountability / Task Responsibility

Is accountable for the following:

  • Ensure compliance with NURCHA'S funder loan agreements / funder facility letters by:
    • Analysing and monitoring existing and future funder loan agreements / facility letters
    • Ensuring compliance with lending restrictions, reporting responsibilities, events of default
    • Reviewing / Repayment dates - bring expiry dates under relevant people's attention 6 months prior to event in order to start re-negotiations
    • Ensuring, in consultation with the Manager, that adequate Credit Policies and Procedures exist and are implemented for the control of compliance with funder agreements
  • Ensure, in consultation with the Manager that adequate credit policies and risk management procedures are in place and implemented by: 
    • Checking that credit policies are appropriately reflected in existing and future credit procedures in all existing and future programmes 
    • Instituting systems and processes for the implementation and control of credit policies and risk management procedures on all existing and future programmes 
    • Negotiating and training all internal parties on changes to credit policies and risk management procedures 
  • Manage the quality and risk profile of NURCHA's lending portfolio by:
    • Providing credit support to Construction Finance staff in all lending programmes 
    • Implementing sound project assessment procedures
    • Interviewing Customers 
    • Collecting required minimum information and supporting documentation
    • Verifying and assessing collected information and documentation 
    • Credit Bureau Clearances and references on borrowers and sureties 
    • Assessing financial statements of borrowers and sureties 
    • Ensuring high quality information is presented to the Credit Committee 
    • Taking control for the accuracy of ratio and risk analysis in project applications 
    • Verifying the accuracy of information contained in Credit Committee Applications 
    • Ensuring that all risk aspects relating to a project have been clearly identified in Credit Committee Applications 
    • Verifying the security value attached to collateral 
    • Providing appropriate recommendations regarding the approval or rejection of a Credit proposal 
  • Ensure compliance with programme criteria by: 
    • Verifying project loan amount and peak cash flow exposure per borrower 
    • Verifying that adequate security for projects / programmes exist /are negotiated 
    • Verifying repayment arrangements 
  • Ensure compliance with Nurcha's contractor loan agreements and / or any other borrower agreements by: 
    • Ensuring adequate diary systems and procedure are in place 
    • Monitoring conditions precedent 
    • Monitoring other terms and conditions 
    • Monitoring reporting requirements 
    • Monitoring events of default 
  • Optimise debt recovery and assisting in minimising bad debts and provisions by: 
    • Ensuring adequate project tracking procedures are in place 
    • Monitoring project / portfolio performance 
    • Identifying potential losses early 
    • Ensuring and recommending adequate action plans on all projects in default, and follow up on regular intervals 
    • Recommending and enforcing adequate legal collection procedures and controls 
    • Liaising with lawyers on legal collections Handing over to NURCHA's Attorney with appropriate instruction and write-off recommendations 
    • Ensuring appropriate legal collection methods Monitoring of legal proceedings 
    • Appropriate follow up instructions 
  • Monitoring intermediaries health by: 
    • Monitoring Intermediary viability through: 
      • Annual assessment of Audited Financial statements; and 
      • Bi-annual assessment of management accounts 
    • Ensuring compliance with Intermediary Agreements through: 
      • Assessments of portfolio performance 
      • Monitoring compliance with reporting requirements 
      • Monitoring events of default 
      • Ensuring collateral requirements are met and maintained; and 
      • Ensuring write off procedures are followed 
  • Provide the Manager: Credit and Risk with accurate information in respect of credit issues and NURCHA's lending portfolio performance by: 
    • Monitoring present and future financing agreements and providing information as called for in terms of reporting requirements to / by any third parties 
    • Verifying any claims and submissions to the Credit Committee for approval 
    • Analysing data and presenting information 
    • Preparing legal documents under guidance of the General Manager: Credit and Risk 
    • Generating monthly reporting on all programmes 
    • Analysing the monthly loan aging report on all programmes 
    • Generating monthly and quarterly provisioning reports 
    • Generating quarterly portfolio performance reports 
    • Auditing compliance with any other legal agreements and relevant legislation 
  • General: 
    • Perform any other related task 
    • Uphold NURCHA's values and principles 
    • Enhance teamwork by building relationships with colleagues

Key Decisions this position makes

Decisions regarding:

  • Providing input in Credit Policies & Risk Management Procedures 
  • Credit Applications 
  • Credit Compliance 
  • Providing input and guidance on bad debts and debt recovery

Authority delegated to this position

Mandated to:

  • Negotiate with internal third parties concerning Credit & Risk issues 
  • Accept or reject all Credit Applications in consultation with the Credit and Risk Manager
  • Negotiate the collection of debt under reference to the Manager credit and Risk 
  • Implement provisions with the approval of the Manager Credit and Risk

Qualifications Required

  • Preferably a B.Com or related degree 
  • 3 - 4 years experience in Credit Management in a commercial bank 
  • 1 - 2 years experience in dealing with legal agreements and security documentation
